These give an indication of whether a plant is likely to be able to survive in a certain location based on its minimum survival temperature. This map gives no indication of maximum temperature, humidity, light and soil moisture content, all important factors on a plant’s survival.

You have left off Malta from your Europe zone map. Malta is only part of Europe with zone of 11a.
As there is from time to time extreme cold, better lower the zones by one, e. g. zone 7 to zone 6. This represents the hardines-zone of western Germany better. Also may in southern Andalusia, e.g. Jerez and Seville, the temp. drop to about -4° C, and Florence experienced already about -20°C. This possible minimum temps have to be considered when planting long living trees.
